Privacy Policy

This Privacy Policy explains how Home Rebuild Network (the "Portal Operator," "we," "us," or "our") collects, uses, discloses, and protects personal information through the California Disaster Rebuilding Portal (the "Portal"). The Portal helps people affected by California disasters explore rebuilding-finance options with a participating lender.

The Portal is supported by California MBA, program partners, participating lenders, and technology providers, including Prudent AI. A participating lender is independently responsible for information it receives and processes under its own privacy notice.

Information we collect

Depending on the service you request, we may collect:

  • Contact information, such as your name, email address, telephone number, and preferred way to be contacted.
  • Property and disaster information, such as the affected property address, county, occupancy, disaster event, property damage, and rebuilding status.
  • Mortgage information, such as your lender, loan type, loan status, payment information, and information shown on a mortgage statement that you choose or are asked to upload.
  • Rebuilding and financial information, such as estimated rebuilding costs, insurance proceeds or gaps, financing needs, existing liens, and information relevant to possible program eligibility.
  • Documents and communications you submit through the Portal or send to Portal support.
  • Consent and transaction records, including acknowledgments, form responses, date and time stamps, and routing records.
  • Technical information, which may include IP address, browser and device information, language settings, referring pages, pages viewed, error logs, and similar information collected through cookies or comparable technologies.

The Portal's initial intake is not a loan application and does not itself obtain a credit report or perform underwriting. Do not provide a Social Security number, online-banking password, or other information the Portal has not requested. When uploading a document, redact unrequested sensitive information when reasonably possible.

How we collect information

We collect information:

  • directly from you when you complete a form, upload a document, request support, or communicate with us;
  • from a person you authorize to act for you;
  • from participating lenders, public agencies, and program administrators when necessary to process, route, or support your request; and
  • automatically from your device when you use the Portal.

How we use information

We may use personal information to:

  • provide the Portal and respond to your request;
  • compare rebuilding-intake responses with participating lender program criteria and route you to a potentially relevant lender;
  • send intake information and supporting documents to the entity receiving your request;
  • allow that entity to contact you about next steps, eligibility, or an application;
  • communicate with you, provide support, and answer questions;
  • maintain consent and routing records, prevent fraud or misuse, protect the Portal, and troubleshoot technical problems;
  • evaluate and improve Portal operations, accessibility, and disaster-recovery services using information that is aggregated or deidentified when reasonably possible; and
  • comply with law, respond to lawful requests, and protect rights, safety, and property.

How we disclose information

We may disclose personal information to:

  • a matched participating lender when you ask to explore rebuilding-finance options;
  • service providers that operate, host, secure, maintain, analyze, or support the Portal, including Prudent AI, subject to appropriate contractual restrictions;
  • California public agencies, disaster-recovery program administrators, or other program partners when disclosure is necessary to provide the service you request, administer an applicable program, or comply with law;
  • professional advisers and authorities when reasonably necessary to investigate fraud, respond to legal process, enforce our terms, or protect people, rights, and property; and
  • another entity in connection with a reorganization, transfer, or transition of Portal operations, subject to applicable law.

A match or routing decision is not an endorsement or recommendation by the State of California, California MBA, or the Portal Operator. After information is delivered to a lender, that entity's privacy notice governs its independent use of the information.

Sale and sharing for behavioral advertising

We do not sell personal information for money. We do not share personal information for cross-context behavioral advertising. We do not use or disclose sensitive personal information for purposes other than providing, securing, and improving the Portal, responding to your request, and other purposes permitted by law.

Cookies and similar technologies

The Portal may use cookies and similar technologies that are necessary for security, language selection, session management, and performance. Your browser may allow you to block or delete cookies, but some Portal features may not function correctly if necessary cookies are disabled.

Data retention

We retain personal information only for as long as reasonably necessary for the purposes described in this Policy, including routing and supporting your request, maintaining consent and transaction records, meeting legal and program requirements, resolving disputes, and protecting the Portal. Retention periods vary based on the type of information, the service requested, legal requirements, and whether the information has been transferred to a lender.

Security

We use reasonable administrative, technical, and physical safeguards designed to protect personal information. No internet service, transmission, or storage system is completely secure. Please use the Portal's designated upload tools rather than ordinary email when submitting requested financial documents.

Your choices and California privacy rights

You may choose not to submit information, but we may be unable to match or route your request. You may also ask us to stop contacting you. That request will not undo disclosures already made at your direction, and a lender may have independent legal reasons to retain or use information.

To the extent the California Consumer Privacy Act, as amended by the California Privacy Rights Act, applies, California residents may have the right to know about and access personal information; request deletion or correction; opt out of sale or sharing; limit certain uses or disclosures of sensitive personal information; and receive equal service and pricing when exercising privacy rights, subject to legal exceptions.

Submit a privacy request by emailing paul@homerebuildnetwork.org or calling 415-846-2023. We may need to verify your identity and authority before completing a request. An authorized agent may submit a request when permitted by law. We will respond within the period required by applicable law.

Children

The Portal is intended for adults seeking assistance related to a home or mortgage and is not directed to children under 18. We do not knowingly collect personal information directly from children through the Portal.

External sites and third parties

The Portal may link or redirect you to a lender, government agency, or other third party. We do not control those services. Review the privacy notice presented by the entity receiving your information.

Changes to this Policy

We may update this Policy to reflect changes in the Portal, law, or our practices. We will post the updated Policy and revise the effective date. We will provide additional notice when required by law.
